What is a zzp'er? The Dutch word for freelancer, explained

Zzp'er, freelancer, zelfstandige: in the Netherlands the words are used interchangeably. What the abbreviation means, what a zzp'er legally is (and is not), and what comes with the title.
The abbreviation
Zzp stands for zelfstandige zonder personeel: self-employed without staff. It is an everyday term, not a legal status. "Freelancer" means the same thing in the Netherlands; you hear it more in creative and IT work, while "zzp'er" is more common in construction, healthcare and transport. The Netherlands has well over 1.5 million of them, one of the highest shares of self-employed workers in Europe.
What you actually register: a legal form
At the Chamber of Commerce you do not register as a "zzp'er" but as a legal structure. For almost every starter that is the eenmanszaak (sole proprietorship): free to set up, few obligations, and entitled to the self-employed tax deductions. Higher earners sometimes choose a BV (private limited company). A BV owner without staff is still called a zzp'er in daily life.
What the tax authority looks at
Being an entrepreneur is a tax assessment, not a box you tick. The Belastingdienst looks at whether you have multiple clients, set your own rate and way of working, and carry business risk. If you effectively work as an employee for a single client, that is false self-employment (schijnzelfstandigheid), which has been actively enforced again since 2025. What comes with it
A zzp'er sends their own invoices (with all mandatory details), files a VAT return every quarter, pays their own income tax and arranges their own pension and insurance. In return you set your own hourly rate, pick your clients, and thanks to deductions like the zelfstandigenaftrek the first slice of profit is taxed relatively lightly.
